DEA: Wannabe Cartel Hit Squad Included Former U.S. Soldiers

A DEA sting operation targeting a cell of would-be cartel assassins ended in a violent warehouse showdown over the weekend. Among their ranks: one active-duty Army soldier, and one former G.I. According to a criminal complaint released yesterday in federal court (.pdf), the showdown occured around 12:30 p.m. Saturday as armed federal agents closed in on the group, who had just arrived at a warehouse in the border city of Laredo, Texas; traveling from Colorado Springs and the nearby Fort Carson military base. They believed they were meeting with members of the Zetas — in reality,undercover DEA agents. The assumed plan: Receive instructions before raiding a ranch holding 20 kilos of stolen cartel cocaine, and then killing the (phony) cocaine thief. During the bust, Jerome Corley of South Carolina was killed by the agents, and three others, including Corley’s 29-year-old cousin, a former Army officer, were arrested. The dramatic end concluded a larger plot dating back more than a year. According to the complaint, the group planned to help smuggle cocaine from Mexico, and then funnel guns back to the “cartel.” The former Army officer and Afghanistan veteran, 1st Lt. Kevin Corley, Jerome Corley’s cousin, also offered to assist the undercover agents in carrying out contract killings. Joining Corley for the operation was an active-duty soldier, 28-year-old Sgt. Samuel Walker, also of Colorado Springs. Not only that, but the former lieutenant planned to capitalize on his military service by providing “tactical training for cartel members, including approaches, room clearing, security, and convoy security,” according to the complaint. Now, it’s not known exactly what happened leading up to the shooting, or if the group was armed or resisted arrest. But according to the complaint, inside the group’s vehicle were two scoped semi-automatic rifles, a scoped bolt-action rifle with a bipod, ammunition and a hatchet which authorities say was intended to “dismember the body” of a victim at the ranch. The weapons, according to the complaint, were intended to “prove to the undercover agent they were serious about performing the contract kill.” Before making the trip from Colorado, authorities say Corley also told an undercover agent that he bought the hatchet to dismember his victim, and had acquired a “new Ka-Bar knife to carve a ‘Z’ into the victim’s chest” — Z for Zetas. Corley had also built up something of a working relationship with the agents. The complaint says he had already delivered, for $10,000, two scoped AR-15 rifles, an airsoft rifle — for training purposes — and five stolen ballistic vests. In December, he sent a copy of an Army tactical guide to agents, and considered stealing other weapons from military posts and then selling them. Another accused conspirator, Calvin Epps of South Carolina, told authorites he had access to grenades through a willing accomplice in the military. “Kevin Corley thoroughly explained military tactics and told undercover agents he could train 40 cartel members in two weeks,” the complaint alleges. Authorities added that Corley “had already discussed this opportunity with several experienced soldiers in his platoon who expressed interest in working with the cartel.” The complaint also says Corley claimed to have two teams prepared: one to help train cartel gunmen and another to carry out “wet work” — assassinations. Corley was discharged from the military at Fort Carson, Colorado, on March 13. Less than two weeks later, the first “wet work” operation was set to begin. Accompanying Corley was 28-year-old Army Sgt. Samuel Walker, also of Colorado Springs, Jerome Corley and 29-year-old Shavar Davis of Denver. Epps, along with two other South Carolina-based conspirators, had already been arrested during a similar sting outside Laredo. Corley’s would-be hit squad, meanwhile, kept up contact. However, it would end with one of their members killed.

Congressman blasts ICE for releasing alleged child rapist

U.S. Immigration and Customs Enforcement (ICE) released an illegal immigrant and alleged child rapist — who is accused of incest — because he has a child who is a U.S. citizen and has no prior criminal convictions or immigration violations.

After being released, the suspect, Amado Espinoza-Ramirez, escaped his ankle bracelet. He skipped out on his next immigration court hearing and is now a fugitive from justice, free in the United States.

ICE’s explanation for Espinoza-Ramirez’s release is part of a press release by Chairman of the House Judiciary Committee Rep. Lamar Smith of Texas. The Judiciary Committee has oversight over immigration policy.

Smith was moved to act following a report from The Daily Caller on Espinoza-Ramirez, who was picked up in Chicago and ultimately charged with 42 counts of predatory sexual acts. On Sept. 2, ICE took custody of Espinoza-Ramirez, releasing him with an ankle bracelet monitor later that same day.

The suspect failed to show up for his scheduled hearing on Nov. 18. ICE would provide no information on how he might have maneuvered out of the bracelet.

ICE issued a statement to Smith that was identical to one quoted in TheDC report, except for one additional sentence: “The decision to release Mr. Espinoza-Ramirez from ICE custody was made based on the fact that he had no prior criminal convictions, no prior immigration violations, and is the parent of a U.S. citizen child.”

As a result of that added information, Smith issued this statement:

“It’s insulting to Americans that ICE deliberately released a criminal immigrant suspected of multiple counts of child rape back onto our streets. This reckless decision is ultimately a failure of the Obama administration’s lax immigration policies. And it shows that this administration is willing to put illegal and criminal immigrants ahead of the safety of our children.”

“Obama administration officials have made clear that it is not their priority to deport and detain all illegal and criminal immigrants. The administration has issued new deportation guidelines that could allow potentially millions of illegal immigrants to remain in the U.S. without a vote of Congress. And the president’s budget slashes funding for detention space and instead funds programs that release illegal and criminal immigrants into our communities.”

Smith’s office stated that the case of Amado Espinoza-Ramirez is an extreme example of a larger problem. Back in November, the House Judiciary Committee issued a subpoena for the records of every suspect that was brought to the attention of ICE, but ICE decided not to act on the information.

The House Judiciary Committee wanted to use the data to cross-reference against criminal records to determine how many people who wound up in ICE custody were ultimately released and went on to commit further crimes.

The House Judiciary Committee would specifically like to investigate the effectiveness of a June 2011 memo from ICE Director John Morton, which was supposed to guide ICE agents in identifying dangerous suspects.

Initially, critics of the Obama administration seized on the fact that Morton directed ICE agents not to pursue suspects whose only violation was of immigration law. The memo has since come under fire because its implementation has led to numerous dangerous criminals being released. Amado Espinoza-Ramirez is the latest example to gain media attention.

(AP)– Federal authorities say they won‘t deport six illegal immigrants arrested during a Phoenix protest over Maricopa County Sheriff Joe Arpaio’s immigration policies.

U.S. Immigration and Customs Enforcement officials said Wednesday that they determined that the protesters did not fall under “ICE’s enforcement priorities.”

Nearly 150 people were at Tuesday’s rally, which blocked a street in front of a high school.

Phoenix police say the protesters were told to leave by 5:30 p.m. A line of officers then approached the protesters in the road and took some into custody.

The six were arrested for obstructing a thoroughfare and disorderly conduct. They included two girls, ages 16 and 17, two 20-year-old women, an 18-year-old woman and a 23-year-old man.

President Barack Obama has never apologized to Mexican President Felipe Calderon for the 300 civilians murdered with weapons the United States provided to Mexico’s drug cartels, but on Sunday he found time to place a call to Afghan president Hamid Karzai apologizing for deaths caused by an American soldier this weekend in Afghanistan.

The Daily Caller asked the White House why Obama hasn’t similarly apologized to Calderon for the murders that resulted from the U.S. policy of providing weapons to the Mexican cartels. Obama spokesman Eric Schultz did not answer.

The Obama administration’s “Fast and Furious” program — organized by the Bureau of Alcohol, Tobacco, Firearms and Explosives and overseen by the Department of Justice — sent thousands of weapons to Mexican drug cartels via straw purchasers, or people who legally purchase guns in the United States with the intention of illegally trafficking them somewhere else. This tactic is known as “gunwalking.”

At a recent hearing of the Arizona State Senate standing committee on the border, Mike King, V.P. of Border Technology, Inc., explained how a new system he directed could go far toward securing the nation’s borders.

When we first tested this live — I must say we had to shuttle the data back and forth — we had to take the data out of the computer that was capturing the data and take it over the to computer that was processing the data. When we first did it live, it was a very exciting day, because we knew at that point that we had something that could secure the entire border of a country. Absolute unbroken, seamless coverage of an area you want to protect.

King narrated a demonstration of the “Sonic Barrier” system that included a live camera showing people walking near the U.S. Mexico border. When they got within 400 feet of the sensors, an alarm went off. At one point, King asked the walkers to hold still and, as they did, the alarm went from red to black.

Reportedly, four companies in Oregon used nearly $7 million in taxpayer-funded stimulus money for a job that hired 250 foreign workers. The companies were able to exploit a loophole that allowed them to hire workers using the H-2B visa system.

PHOENIX – Arizonans used to getting travel warnings about Rocky Point and Guaymas may soon be hearing advisories about Green Valley and Bisbee.

On a voice vote Friday, the state House approved legislation to have the head of the state Department of Homeland Security monitor intelligence from various sources to determine if they indicate “any type of warning about dangerous conditions in regard to illegal immigration activities.”

It allows the director to put out that information “in a manner that will immediately warn the public of the danger.” That can include not only telling the local media but everything from Facebook and Twitter to direct emails to those who have asked to be notified.

Despite the agency’s statewide authority, HB 2586 says the potential danger zone where warnings will be sounded will be limited to just 62 miles from the border.

Although no specific lines have been identified, 62 miles would appear to take in some portions of the city of Tucson.

ICE guidelines call for taxpayer-funded transgender hormone treatments for some detainees

Transgender illegal immigrants would in some cases receive taxpayer-funded hormone therapy while in federal custody, under new guidelines put out by Immigration and Customs Enforcement.

The transgender provision was one of many in the latest “national detention standards” manual released by ICE. It has already drawn complaints from one Republican congressman, who described it as a “hospitality guideline for illegal immigrants.”

The 2011 manual calls for detainees to be screened shortly after their arrival. That screening is supposed to examine everything from dental history to tobacco history to infections — the last item on the checklist urges officers to ask about a detainee’s “gender self-identification and history of transition-related care.”

If they are transgender and if they were already receiving hormone therapy before arriving at the detention center, ICE prescribes that they should continue to receive that treatment.

“Transgender detainees who were already receiving hormone therapy when taken into ICE custody shall have continued access. All transgender detainees shall have access to mental health care, and other transgender-related health care and medication based on medical need.

“Treatment shall follow accepted guidelines regarding medically necessary transition-related care,” the guidelines state.

ICE defended the provision.

Spokeswoman Gillian Christensen said it would only apply to those detainees who were already receiving hormone therapy — in other words, a detainee could not decide once in custody to start taking it for the first time. Christensen cited medical reasons for the provision.

“Generally speaking, there could be severe adverse medical complications involved in abruptly terminating ongoing hormone therapy,” she said, adding that such complications would cost even more money to treat.

A statement from ICE also noted that the policy is “in line to the policy of the Department of Justice, Bureau of Prisons, and is the accepted industry standard.”

Last week, House Judiciary Committee Chairman Lamar Smith, R-Texas, charged in a statement that the manual is part of a “broader pattern made by the Obama administration to reward lawbreakers.”

“The Obama administration’s new detention manual is more like a hospitality guideline for illegal immigrants. The administration goes beyond common sense to accommodate illegal immigrants and treats them better than citizens in federal custody,” he said.

But ICE noted that prisoners in criminal detention are different from those in ICE custody. “By law ICE is prohibited from detaining individuals for punitive reasons,” the agency said in a statement. “ICE is only authorized to detain individuals in order to more efficiently effect their removal from the country. In that vein, detention reform is aimed at placing detainees in appropriate environments, based on their criminal or immigration history.”

AURORA – Dozens of people told federal immigration agents on Friday to get out of the Aurora Detention Center.

Immigrations and Customs Enforcement (ICE) agents are spending 24 hours a day at the jail, screening all of the people that come in on their legal status.

“We do not want ICE in our communities,” Julie Gonzales with the Colorado Immigrant Rights Coalition said.

Those that found themselves in front of Aurora City Hall Friday, found themselves against a new strategy by Immigration agents at the Aurora Detention Center.

“This is going to break community trust in law enforcement,” Gonzales said.

(CNSNews.com) — A “small number” of illegal aliens who had “committed no other crime” apart from being in the United States unlawfully were deported in fiscal year 2011, Homeland Security Secretary Janet Napolitano told lawmakers Wednesday

“One of the things we must do in DHS [Department of Homeland Security] is prioritize the mission,” she said during a House Appropriations Committee Homeland Security subcommittee hearing.

“And those that have committed no other crime, and we look at other factors — length of time in the United States, family relations, ties in the United States, service in the military and the like. Those would be low priority matters.”

Napolitano was responding to questions put by Rep. Hal Rogers (R-Ky.), the committee’s chairman, who wanted to know how many of the estimated 14-20 million illegal aliens believed to be in the country were being deported by the DHS.

She replied that roughly 400,00 individuals were removed from the U.S. in FY2011, 90 percent of whom fell under priorities set out in March 2011 by Immigration and Customs Enforcement (ICE), focusing on criminals and other dangerous illegal aliens.

“But were there any deported that were just simply here illegally?” Rogers asked.

“There were a small number that would have been picked up, and yes,” Napolitano replied.
