The stated themes of this colossal conference, which is structured around a 204-page report titled, “Working Towards a Balanced and Inclusive Green Economy, A United Nations System-Wide Perspective,” are “the green economy in the context of sustainable development and poverty eradication,” … [by and through] … “the institutional framework for sustainable development,” according to George Russell’s excellent and quoted-filled FOXNews article today. More specifically, the debates will cover a … ‘breathtaking array of carbon taxes, transfers of trillions of dollars from wealthy countries to poor ones, and new spending programs to guarantee that populations around the world are protected–from the effects of the very programs the world organization wants to implement.
According to Russell, the Obama Administration officials have supported this “agenda,” which is designed to ‘make dramatic and enormously expensive changes in the way that the world does nearly everything—or, as one of the documents puts it, “a fundamental shift in the way we think and act.” According to U.N. Secretary General Ban Ki-moon, proposals on how the “challenges can and must be addressed,” include: –’More than $2.1 trillion a year in wealth transfers from rich countries to poorer ones, in the name of fostering “green infrastructure … climate adaptation … other green economy” measures.’ –’New carbon taxes for industrialized countries [amounting to] about $250 billion a year, or 0.6 percent of [US] GDP by 2020.
Other environmental taxes are mentioned, but not specified.’ –’Further unspecified price hikes … derived from agriculture, fisheries, forestry, or other kinds of land and water use [industries], all of which would be radically reorganized–[to] “contribute to a more level playing field between established, ‘brown’ technologies and newer, greener ones.”‘ — ‘Major global social spending programs, including a “social protection floor” and “social safety nets” for the world’s most vulnerable social groups for reasons of “equity.”’ –’Even more social benefits for those displaced by [this] green economy revolution—such as those put out of work in undesirable fossil fuel industries.
The benefits, called “investments,” would include “access to nutritious food, health services, education, training and retraining, and unemployment benefits.”‘ –’A guarantee that if those sweeping benefits weren’t enough, more would be granted … “Any adverse effects of changes in prices of goods and services, vital to the welfare of vulnerable groups, must be compensated for and new livelihood opportunities provided.”‘
“Transforming the global economy will require action locally (e.g., through land use planning), at the national level (e.g., through energy-use regulations) and at the international level (e.g., through technology diffusion),” the document says. It involves “profound changes in economic systems, in resource efficiency, in the composition of global demand, in production and consumption patterns and a major transformation in public policy-making.”
It will also require “a serious rethinking of lifestyles in developed countries.” This ‘UN guidebook for global social engineering,’ was prepared by the Geneva-based United Nations Environmental Management Group (UNEMG), a consortium of 36 U.N. agencies, development banks and environmental bureaucracies–all of which rely on the contributions, from tax collecting nations for their very existence–not a single entity engaged in the production of goods or services, producing a profit and owning singular wealth. This UN doctrine seems to directly channel Marx and Engel’s scribe of 1848, “The Communist Manifesto,” wherein its’ organizational and operational structure appears to largely be a paraphrasical equivalent to the 10 short-term demands Marx prescribed in section II., “Proletarians and Communists.”
However, instead of the UN overthrowing the capitalist system, it simply wants to tie it to a leash and be subject to the UN … [a] ‘dictatorship of the proletariat,’ to redistribute wealth around the world to “magically elevate the poverty class to the middle class. The United States, arguably the most fertile and favorable ground for such a massive experiment, has already spent $15 [T]rillion in taxpayer treasure over the past 47 years attempting to circumvent market forces and eliminate poverty–with no affect.
Additionally, study after study has revealed the UN to have grown into an impossibly dysfunctional gargantuan, having negligent management skills, metrics and accountability, and a source of financially wasteful pandering–second only to the U.S. General Services Administration. Actually, as this directly smacks of the long-discussed “UN Agenda 21,” America must treat this audacity of the United Nations as a wake up call, and say “[last] check please”–then hit the UN exit doors without delay.

Four clean hydro-power dams in the Klamath basin are being targeted for removal. Ken Salazar (Dept. of the Interior) will be making his determination as soon as 2012. These dams provide green power to 70,000 homes. Isn’t green energy supposed to be good?
Fish passage and watershed restoration are being listed as the ultimate reasoning behind this action. Scientific studies show that the 22 million tons of sediment and heavy metal debris plunging into the river system will likely sterilize the river and kill off all the fish for many years and maybe forever.
History shows that prior to the dams, the Klamath River would go bone dry in many places for several months each year. Don’t fish need water all year long? This focus on the Coho Salmon to the exclusion of people and economic impact is not only unwarranted, but indefensible. Removing these dams will further devastate this area and their final industry … agriculture.
THIS IS AN ATTACK UPON THE UNITED ‘STATES‘ UNDER THE NAME OF ‘AGENDA 21′
These 8 sheriffs have come together in Siskiyou County in defense of rural America. They assert their oath to defend the people from all enemies foreign and domestic.
Dam removal is but one of the federal and state actions that can be described as regulatory terrorism.
The 10th Amendment gives the county sheriff the power to be the people’s last line of defense. These are the heroes for all freedom-loving citizens and it’s all starting right here in rural America. Listen to their passion for the people under siege in their counties and ask yourself if you can stay out of this fight one day longer. They are coming for you next!

These are frustrating times for the President. Having been swept into office with a seemingly strong mandate, he enjoyed a Congress controlled by members of his own party for the first two years of his term. However, midterm elections brought gridlock and a close division of power between the two parties. With a crucial re-election campaign coming up, there is desperation in the president’s desire to “do something” in spite of his severely weakened mandate.
Getting something done is proving to be a monumental task. This may be news to the supposed constitutional scholar who is now our president, but if the political process seems inconvenient to the implementation of his agenda, that is not a flaw in the system. It was designed that way. The drafters of the Constitution intended the default action of government to be inaction. Hopefully, this means actions taken by the government are necessary and proper. If federal laws or executive actions can’t be agreed upon constitutionally- which is to say legally- such laws or actions should be rejected.
The vision of the founders was to set up a government that would remain small and unobtrusive via a system of checks and balances. That it has taken our government so long to get this big speaks well of the original design. The founders also knew the overwhelming nature of governments was to amass power and grow. The Constitution was to serve as the brakes on the freight train of government.
But the Obama administration, like so many administrations in the 20th century, chooses to ignore the Constitution entirely. The increasingly broad use and scope of the Executive Orders is a prime example. Executive Orders are meant to be a way for the president to direct executive agencies on the implementation of congressionally approved legislation. It has become increasingly common for them to be misused in ways that are contradictory to congressional intent, or to bypass Congress altogether in enacting political agendas.
The current administration has unabashedly stated that Congress’s unwillingness to pass the president’s jobs bill means that the president will act unilaterally to enact provisions of it piecemeal through Executive Order. Obama explicitly threatens to bypass Congress, thus aggregating the power to make and enforce laws in the executive. This clearly erodes the principles of separation of powers and checks and balances. It brings the modern presidency dangerously close to an elective dictatorship.
Of course, the most dangerous and costly overstepping of executive authority is going to war without a congressional declaration. Congress has been sadly complicit in this usurpation by ceding much of its war-making authority to the executive because it wants to avoid taking responsibility for major war decisions, but that is part of our job in Congress! If the President cannot present to Congress and the people a convincingly strong case for going to war, then perhaps we should keep the nation at peace, rather than risk our men and women’s lives for ill-defined reasons!
This administration certainly was not the first to behave in ways that have defied the Constitution to overstep its bounds. Sadly, previous administrations have set precedents that the current administration is only building upon. It is time for Congress to reassert itself and its constitutional role so that future administrations cannot continue on this dangerous path.
Agenda 21 is the action plan to implement the UN Sustainable Development for total control and depopulation. The Wildlands Project is the blueprint to scrape humans off of 50% of America’s landscape through “re-wild-ing”. Beneficial dams are being destroyed in the name of rewilding or restoration, using phony environmentalism to achieve these UN goals:
Human geography: herding humans into areas of water availability, as it is essential for life
Depopulation: when water is cut off from farmers, this affects the food supply
Water rights: massive water rights re-allocation hangs in the balance (the Colorado Rivermay be up for grabs)
Hydro power dam destruction: collapse of energy infrastructure to return to a primitive existence
Private property: land use & value are drastically changed when property is turned into a swamp or desert
Federal control: centralized control over resources follows UN policy
Smart Grid: overwhelming and centralized control that is inefficient and open to sabotage
Obama recently signed EO 13575, establishing the White House Rural Council. The council is a list of the most aggressive agencies and departments in the US government. The all-inclusive council members represent the very agencies and departments most dedicated to forcing the subjugation of the US to United Nations control. In fact, many of the agencies, departments and organizations listed as Council members are in fact creations of the UN; created for no other purpose than to give the United Nations direct access to the United States.
This council can be viewed as nothing less than the establishment of a domestic terrorism group which will orchestrate the coming assault on private agricultural property owners in an effort to force them off their land and out of production. There was an effort during the Reagan presidency to launch a similar assault on individual owners of agricultural land which would have displaced more than 2 million people, handing their land over to others who were more amenable to the government and UN control. For details on the direct links between Agenda 21 and dam demolition, watch Dr. Michael Coffman’s excellent video here.
The examples in this article are models for dam destruction across the US. Here are the states that have adopted dam demolition policies, based on federal policies adopted in 1994:
Dam Culprits
The Department of Defense Army Corps of Engineers have failed spectacularly in flood management.
It turns out that that the Army Corps of Engineers is responsible for the recent flooding in the Midwest because they are following environmental policies instead of a flood control plan. The Army Corps allowed the dams to remain full to simulate a natural river, instead of evacuating water from the reservoirs to prevent floods. So, when the extra runoff from Montana’s large snowpack and heavy rains flooded the Missouri River and then hit theMississippi River, all hell broke loose and flooded major areas in 9 states. The details are covered in Joe Herring’s article here:
Another example of the Army Corps of Engineers’ massive failure is the Katrina tragedy because they failed to maintain the navigation channel that led to the flooding.
While taxpayer funded programs struggle to cover the losses caused by these dam idiots, the Army Corps of Engineers holds almost $58 BILLION in assets. A class action suit against the Army Corps, with the officials at the top held personally liable, would be a good place to start reform.
Dam Outrage
Endangered species, also hyped as ‘biodiversity’ is the top reason for blowing up the dams, which is based on junk science and hypocrisy. Can you guess how many species have been saved by the Endangered species Act of 1973? If you guessed ZERO, you are correct! Phony environmentalism and conservation are really just land, water and power grabs.
An example of the endangered species scam to save the salmon is really a cover for a more grand agenda that is playing out in the Klamath River on the Oregon and California border. Hydro power is Oregon’s main power source, providing about 90% of Oregon’s electricity. The Klamath River dams light up 70,000 homes. Hydropower is the cleanest energy, so why should 4 hydro-electric dams be busted down? This is a lose-lose proposal because:
• Farmers will be wiped out (another attack on food production)
• Natural gas power plants will have to be built along with expanded fracking
• Natural gas electricity generation will be more polluting
• The cost of trashing the dams is $1 billion
• Electricity consumers will pay for at least $200 million of the cost
• The nuclear industry is expanding in Oregon with mini modular reactors
But the REALLY BIG NEWS here is that the demolition of the Klamath dams, scheduled for 2020, appears to be for the purpose of diverting the water from the Klamath River down to California so other arid Western States can re-allocate water from the Colorado River. You can read the details in Wayne Lusvardi’s insightful article here:
California’s pork-filled $11 billion water bond was supposed to fund $250 million for the Klamath dam demolition, but that bond has been put on ice until a vote scheduled for 2012.
It is important to note that California’s water “shortages” in the Delta could be easily solved by preventing partially treated sewage from entering the Delta (which is the actual reason for fish mortality there), building more reservoirs to increase water reserves or cutting the federal government’s portion as they hog 48% of deliverable water for “environmental” purposes.
But wait, there is even more to this story:
Warren Buffett owns PacifiCorp (a subsidiary of Mid American Energy), the corporation that owns the dams on the Klamath. He supports the demolition of the dams; the official excuse is that he doesn’t want to pay $300 million to install fish ladders. Utilities are a necessity, so he could easily recoup his investment, and it’s far less money for the taxpayer to absorb than blowing up the dams.
But he may have another motive: he supports nuclear energy. He invested $50 million to consolidate nuclear uranium enrichment under the authority of the UN (which intends to control nuclear power plants and nuclear weapons), he is bullish on uranium investing and he is trying to push legislation for a nuclear power plant in Iowa with a generous helping of taxpayer funded corporate welfare. Perhaps the Iowa legislation is a model for expansion of nuclear plants in other states, with the taxpayer assuming all the risk.
Small module nuclear reactors are planned for Oregon, with waste stored on-site. As many as 100 small module reactors are expected to come online worldwide by 2030. The small reactors are a new, untested design.
Jacob Rothschild ~ Money Junkie
Oregon successfully banned new nuclear power plants in 1980 that had no federally approved waste facilities. Oregon must rise up again, and stop the deal to demolish the dams and support farmers, if they want to keep their water and clean hydro power. This will take a near Herculean effort because Oregon is steeped in Agenda 21 and phony environmentalism. Good luck Oregon, Governor Kitzhaber is a dam fool who fully embraces obliterating the Klamath dams and the UN global warming fairy tale.
Dam Hypocrites
Bill Clinton issued an Executive Order for the American Heritage Rivers Initiative that replaces our republic form of government with appointed bureaucrats and radical environmentalists.
It is a massive power, land and water grab. Because the Initiative did face opposition and was not fully implemented, so the globalists’ have a backup plan.
American Rivers is a so-called non-profit organization that is doing the leg work to fulfill the American Heritage Rivers Initiative. While American Rivers supports the global warming lie, they advocate hydro power dam busting, which makes no sense if they were sincere in their motives. American Rivers wants to reduce your water usage and regulate it. American Rivers has received funding from the Rockefellers and were handed almost $3.8 million in 2009 of taxpayer funded government welfare to work against public interest.
On their ‘accomplishments‘ page, American Rivers brags that they:
- negotiated the world’s largest dam destruction deal (Klamath River)
- secured $1.2 billion in government welfare
- lead the way for destroying 147 dams, with plans for busting 100 more
- lead the battle for control over small streams ans wetlands via the Clean Water Act
Rebecca Wodder was the president of American Rivers until she tried to slither through the revolving door when she was nominated as the Assistant Secretary for Fish, Wildlife and Parks under the Department of the Interior. She was a leader in establishing Clinton’s American Heritage Rivers Initiative. She appears to be hostile toward dams, but likes fracked natural gas, in a recentturnaround (she opposed fracking before her nomination).
American Rivers was a plaintiff in a lawsuit against farmers in the Klamath River over the genetic purity of wild salmon versus hatchery salmon. The biggest threat to salmon genetic purity is genetically engineered Frankenfish salmon created in a lab, yet American Rivers is strangely silent on the issue. It appears that they don’t give a whit about genetic purity, but care only for using the Endangered Species Act as a weapon.
American Rivers works directly with the US Army Corps of Engineers; American Rivers dam destruction links are on the Corps website.
An American Rivers report on dam removal funding says that federal, state and local government welfare are the primary funding sources, along with corporate and private support. The report goes on to say that “non-profits” build community support for the destruction. American Sport Fishing Association is one of the “non-profits” that is mentioned.
American Sport Fishing Association generated public support for dam demolition in the Klamath, along with other “non” profits” listed in Dan Bacher’s article “It’s TIme to Take the Klamath Dams Down!” using the excuse of toxic algae. It appears that these stakeholders can’t understand that it is more effective to remedy pollution at its source. Algae is caused by agricultural runoff from fertilizers (mostly synthetic). If farmers went back to traditional crop rotation, then legumes could replace nitrogen in the soil resulting in a decrease of fertilizer use.
These goups fail to publicize that their algae solution to increase protected wetlands just won’t work unless 40% of the farms in the Upper Klamath Basin are converted to wetlands. They also fail to inform the public that the outlook for salmon recovery is negative.
Department of Interior chief Ken Salazar will have until March 2012 to make the final decison in the dams (and he has track record that favors UN Agenda 21).
All FERC’d Up
Prior to 1994, the Federal Energy Regulatory Commission (FERC) had no dam removal policies! This is because they are beneficial and provide electricity, dams reduce flood hazard, dams improve navigation and they keep water for irrigation and urban use, so there was never a thought given to obliterating them. But radical environmental groups pressured Congress to create dam demolition policies. FERC jumped at the chance to expand its control and demanded evaluations of dams as they come up for re-licensing.
Terminating dams is really just a capricious experiment fraught with unknown consequences. It would is more reasonable to weigh the cost of upgrades and repairs against benefits of aging dams instead of bowing to environmental extremists who are pushing UN Agenda 21 & the decline of America.
Solutions
Farmers and property owners have been shouldering the responsibility of fighting against dam radicals, but the size and scope of the destruction is increasing the threat to all people. The most effective solution is for an awakening of the masses to Agenda 21 Sustainable Development in order to pressure government to stop following UN poicies and end Agenda 21.

The origin and intent of the Endangered Species Act:
Anti-capitalism activists sing in front of the university campus during the 2012 World Social Forum in Porto Alegre, southern Brazil, on January 25. Thousands of critics of capitalism meeting in Brazil called Sunday for a worldwide protest in June to press for concrete steps to tackle the global economic crisis.:ViatThousands of critics of capitalism meeting in Brazil called Sunday for a worldwide protest in June to press for concrete steps to tackle the global economic crisis.
The World Social Forum wrapped up a five-day meeting in this southern Brazilian city, urging citizens to “take to the streets on June 5″ for the global action, which would be in support of social and environmental justice.
The forum also announced a “peoples’ summit” of social movements to be held in parallel with the high-level UN conference on sustainable development scheduled next June 20-22 in Rio.
The Rio+20 summit, the fourth major gathering on sustainable development since 1972, will press world leaders to commit themselves to creating a social and “green economy,” with priority being given to eradicating hunger.
But World Social Forum participants, including representatives of the Arab Spring, Spain’s “Indignant” movement, Occupy Wall Street, and students from Chile, sharply criticized the concept of “a green economy” that would allow multinational corporations to reap the profit.
“The political and economic elites are the one percent who control the world and we are the one percent seeking to change it. Where are the (other) 98 percent?” said Chico Whitaker, one of the Forum’s founders.
“There are many who are happy because each time they get more consumer goods, but many are concerned and unsatisfied. The challenge for us is to speak with them.”
“If we do not raise the issue of inequality, we won’t solve the problems,” said Venezuelan sociologist Edgardo Lander.
“If the system is not capable of redistributing and deal with inequality, we have to do it ourselves,” agreed Sam Halvorsen, of the Occupy London movement.
The Forum is an alliance of social movements opposed to the World Economic Forum, the annual gathering of the world’s economic and political elites held at the same time in the Swiss resort of Davos.
Addressing the gathering Thursday, Brazilian President Dilma Rousseff appealed for “a development model that articulates growth and job creation, battles poverty and decreases inequalities,” and advocates for the “sustainable use and preservation of natural resources.”
Candido Grzywoski, one of the founders and a coordinator of the Forum, said the urgency of the global economic crisis and the popular indignation around the world “gave us more unity in diversity.”
The Forum, which drew around 40,000 participants this year, has its roots in 1999 street protests in the US city of Seattle during a World Trade Organization meeting but it settled in Porto Alegre as its regular venue 12 years ago when it drew 20,000 activists from around the world.
Even those who believe themselves devoted patriots (including devout Christians) may foolishly be enticed by the powers that be, into violating Americans’ sacred and essential Popular and national Sovereignties. It has been happening for a long time, now.
People who believe in a Sovereign nation called the United States of America are being duped into not only violating the mandates of ourConstitution, but even worse, into nullifying our own Declaration of Independence from the control of foreign, kleptocratic power.
This is the tragedy for us all, laying under the noses of those who foolishly follow the stratagems of those seeking hegemony over us via “global governance” and it’s ploy, “sustainable development,” a.k.a., “millennium goals,” a.k.a., “green growth,” as outlined in United Nations’ Agenda 21. It is being executed by ICLEI, regional councils, Barack Obama’s Executive Order 13575, and in many other ways governmental and paragovernmental, in corporations, finance, the news and entertainment media, and in eduction.
However, some seem not so fooled.
In alphabetical order, these are positions of the remaining Republican candidates for United States President, regarding this globalist warfare upon America and all the nations of the world.
Ashley Lopez, The Florida Independent, December 29, 2011
Jon Huntsman, a proponent of sustainable development, uses the peer pressure ploy of a propagandist, pardon the alliteration, against those seeking valid science about the climate, instead of the party line of the globalist powers that be:
Ron Paul, his opposition to Agenda 21, within the limits of a libertarian’s revised interpretation of federalism (also declares his opposition the United Nations as a whole, plus the IMF and the Federal Reserve):
Rick Santorum, answers generally, when asked specifically about Agenda 21:
Bill McNally: [A question about Agenda 21] Question to describe Agenda 21, what it means for America’s sovereignty, and how Santorum, as President, would enforce it.
Santorum: There are a lot of things that the U.N. promulgates through its various committees and agencies. The United Nations should serve some (emphasis his) on security issues, but a lot of the policies from the United Nations would be problematic for America. “We will not give legitimacy to UN organisations that promulgate a laundry list of ideas…. [including abortion] I’m not going to, as President, have our country participate in things that are antithetical to our values.” They are trying to impose international law on the sovereignty of the United States. [This blogger will note that the Rights of the Child inexplicably does not include the right to be born without someone stabbing you in the head with a fork.]

Also, see this, from a well documented listing in Wikipedia about the mega-bankster central bank, closely associated with the Bush family, the Bank for International Settlements (BIS) – (emphasis added):
Role in banking supervision
The BIS provides the Basel Committee on Banking Supervision with its twelve-member secretariat, and with it has played a central role in establishing the Basel Capital Accords of 1988 and 2004. There remain significant differences between US, EU and UN officials regarding the degree of capital adequacy and reserve controls that global banking now requires. Put extremely simply, the US as of 2006 favoured strong strict central controls in the spirit of the original 1988 accords, the EU was more inclined to a distributed system managed collectively with a committee able to approve some exceptions. The UN agencies especially ICLEI are firmly committed to fundamental risk measures: the so-called triple bottom line and were becoming critical of central banking as an institutional structure for ignoring fundamental risks in favour of technical risk management.

June 24, 2011 (See her June 26 Update below)
Two HUGE intel leads in my email box this morning from way-back contacts that I’ve had for years, that are actually somewhat connected concepts.
1. File this one under “Now It All Makes Sense.” A Missouri farming and ranching contact just got off a conference call wherein he was informed that the federal government is sending out letters to all of the flooded out farmers in the Missouri River flood plain and bottoms notifying them that the Army Corps of Engineers will offer to BUY THEIR LAND.
Intentionally flood massive acreage of highly productive farmground. Destroy people’s communities and homes. Catch them while they are desperate and afraid and then swoop in and buy the ground cheap. Those evil sons of bitches.
After Birds Point levee blown
Splash travels 600 miles to flood parts of New Orleans, forcing evacuations.
2. Speaking of evil sons of bitches, George Soros appears to be “investing” in farmground through the same puppet company that he used to get into the grain elevator and fertilizer business. The company is called Ospraie Capital Management and is buying up farmground in a joint venture with Teays River Investments as a partner. Here is that announcement: Click Here
Okay. Here’s the connection. This Ospraie outfit was a hedge fund specializing in commodities that was started and run by some cocky child who didn’t know how to trade bear markets and got his butt kicked into next week in the grain market of 2008. He also lost a fortune trying to trade RARE EARTH METALS. In fact, it was so bad that he had to shut his fund down because he had promised his investors that he would give them all of their investment money back if the fund lost more than 30% in one year. Whoopsie.
But it appears that Soros swooped in and saved the day because this Ospraie is the “co-investor” with Soros that bought the remnants of ConAgra’s trading operation and renamed it . . . Gavilon. In the industry, it is widely acknowledged that Ospraie IS Soros. That [CNN] article is here.
As you probably remember, Gavilon just recently bought both DeBruce Grain out of Kansas City and the biggest grain elevator company in the Pacific Northwest, thus making Soros (who is the money behind Gavilon through both his own Soros Fund Management AND his de facto control of Ospraie) the third-largest grain company in the U.S. with 280 million bushels of storage capacity, behind only Archer Daniels Midland (542 million bushels storage capacity) and Cargill (344 million bushels storage capacity).
Bottom line: Soros, through Ospraie, is buying up farmground. Please also note that the hotlink citation above is dated June 26, 2009. My contact says this has been going on for two years – and also remember what I told you about farmground prices inflating wildly, especially in Illinois. I have personally confirmed farmground in Illinois selling for $13,000 per acre within the last month, whereas that same kind of ground in Illinois was going for $5,500 per acre the day Obama was inaugurated.

UPDATE: More on the Missouri Dams
Posted by Ann Barnhardt – June 26, AD 2011 4:50 PM MST
There are folks who are confused as to how the situation with regards to the Missouri River dams could be the fault of the Army Corps of Engineers. After all, isn’t the amount of rainfall an Act of God?
This is not a FLASH flooding dynamic. This isn’t happening because it rained three feet in 24 hours. The largest factor in this flooding is the runoff coming from the melting of the snowpack in the Rocky Mountains. The snowpack is precisely measured and the number of acre-feet of water that will be drained into the Missouri River basin each spring is a precisely known value. If you don’t believe me, pull up the website for ANY ski resort. They will have DETAILED snowpack depth data updated on a near-daily basis. One could work up usable data based just off of the ski resorts – but we also have frequent and detailed snowpack measurements coming from the National Forests and National Parks. I am hard-pressed to think of a meteorological dataset that has the precision, reliability and lead time that the runoff from the snowpack has. The Army Corps of Engineers knew to the acre-foot how much water was coming, and when it would arrive (summer tends to happen at roughly the same time each year).
Knowing that we had a RECORD snowpack this year, the ACoE should have opened the Missouri dam system up starting early in the spring so as to gently and gradually draw-down the reservoirs and give each dam system enough slack to absorb the snowpack runoff. They intentionally did not do this, and citing “wildlife habitat” concerns in collusion with the Marxist-Environmentalists, they kept the reservoirs full, thus ensuring that when the snowpack runoff arrived, it would have nowhere to go. Again, this was all 100% unnecessary and 100% intentional. I don’t care how many C- affirmative action hires they have, there is absolutely no way that this was a function of being “surprised” by water that has been measured and sitting in the Rocky Mountains for MONTHS. Snowpack of Quantity X inches yields runoff of Quantity Y acre-feet. It is a liner function that any Beavis or Butthead could have looked up on a table.
I find myself worried not just about farmground, but about low-lying residential areas in both Omaha and Kansas City.
Here is a citation regarding the ACoE buyout bids on flooded farmground: KC Star Citation Here

On June 9, 2011, President Obama signed Executive Order 13575, Establishment of the White House Rural Council, with goals to take complete control of public lands and rural areas for development. This aligns with the purposes of Agenda 21, a United Nations environment and development program that removes local say in how lands and farms are managed. “Virtually every aspect of rural life seems to now be part of the government’s mission,” writes Mike Opelka.
(The Blaze) On June 9, 2011, President Obama signed his 86th Executive Order, and almost nobody noticed. (For the record, Obama is on par to match President Bush’s 291 orders executed during his two terms in office. The National Archives defines an Executive Order this way; Executive orders are official documents, numbered consecutively, through which the President of the United States manages the operations of the Federal Government.)
President Obama’s E.O. 13575 is designed to begin taking control over almost all aspects of the lives of 16% of the American people. Why didn’t we notice it? Weinergate. In the middle of the Anthony Weiner scandal, as the press and most of the American people were distracted, President Obama created something called “The White House Rural Council” (WHRC).
Section One of 13575 states the following: Section 1. Policy. Sixteen percent of the American population lives in rural counties. Strong, sustainable rural communities are essential to winning the future and ensuring American competitiveness in the years ahead. These communities supply our food, fiber, and energy, safeguard our natural resources, and are essential in the development of science and innovation.
Though rural communities face numerous challenges, they also present enormous economic potential. The Federal Government has an important role to play in order to expand access to the capital necessary for economic growth, promote innovation, improve access to health care and education, and expand outdoor recreational activities on public lands. Warning bells should have been sounding all across rural America when the phrase “sustainable rural communities” came up.
As we know from researching the UN plan for Sustainable Development known as Agenda 21, these are code words for the true fundamental transformation America. The third sentence also makes it quite clear that the government intends to take greater control over “food, fiber, and energy.”
The last sentence in Section 1 further clarifies the intent of the order by tying together “access to the capital necessary for economic growth, health care and education.” The new White House Rural Council will probably be populated by experts in the various fields that might prove helpful to the folks who live and work outside of large urban areas, right?
Well, Tom Vilsack, the current Secretary of Agriculture, will chair the group, but let us review the list of members appointed to serve on this new council – according to the order, the heads of the following groups have been appointed:
(1) the Department of the Treasury; Timothy Geithner
(2) the Department of Defense; Robert Gates
(3) the Department of Justice; Eric Holder
(4) the Department of the Interior; Ken Salazar
(5) the Department of Commerce; Gary Locke
(6) the Department of Labor; Hilda Solis
(7) the Department of Health and Human Services; Kathleen Sebelius
(8) the Department of Housing and Urban Development; Shaun Donovan
(9) the Department of Transportation; Ray LaHood
(10) the Department of Energy; Dr. Steven Chu
(11) the Department of Education; Arne Duncan
(12) the Department of Veterans Affairs; Eric Shinseki
(13) the Department of Homeland Security; Janet Napolitano
(14) the Environmental Protection Agency; Lisa Jackson
(15) the Federal Communications Commission; Michael Copps
(16) the Office of Management and Budget; Peter Orszag
(17) the Office of Science and Technology Policy; John Holdren
(18) the Office of National Drug Control Policy; R. Gil Kerlikowske
(19) the Council of Economic Advisers; Austan Goolsbee
(20) the Domestic Policy Council; Melody Barnes (former VP at Center for American Progress)
(21) the National Economic Council; Gene B. Sperling
(22) the Small Business Administration; Karen Mills
(23) the Council on Environmental Quality; Nancy Sutley
(24) the White House Office of Public Engagement and Intergovernmental Affairs; Valerie Jarrett
(25) the White House Office of Cabinet Affairs; and such other executive branch departments, agencies, and offices as the President or Secretary of Agriculture may, from time to time, designate. Chris Lu (or virtually anyone to be designated by the 24 people named above)
It appears that not a single department in the federal government was excluded from the new White House Rural Council, and the wild card option in number 25 gives the president and the agriculture secretary the option to designate anyone to serve on this powerful council. Within the twenty-five designated members of the council are some curious ties to
Agenda 21 and the structure being built to implement it: Valerie Jarrett from the White House Office of Public Engagement and Intergovernmental Affairs served on the board of something called Local Initiatives Support Corportation (LISC). LISC uses the language of Agenda 21 and ICLEI as their web page details their work to build “Sustainable Communities.”
Melody Barnes head of the Domestic Policy Council – Former VP at George Soros-funded Center for American Progress. Hilda Solis from the Labor Dept – in 2000 received an award for her work on “Environmental Justice.”
Nancy Sutley head of the White House Council on Environmental Quality – Served on the board of the Los Angeles Metropolitan Water District and was one of the biggest supporters of low-flow toilets that are now credited with costing more money than expected while causing some nasty problems.
Is it possible that concerns about 13575 are just typical anti-government paranoia?
Let us review the mission and function of WHRC: Sec. 4. Mission and Function of the Council. The Council shall work across executive departments, agencies, and offices to coordinate development of policy recommendations to promote economic prosperity and quality of life in rural America, and shall coordinate my Administration’s engagement with rural communities. “Economic prosperity” and a better “quality of life,” that all sounds fairly innocent and well-intentioned. But continuing deeper into the order we find the council is charged with four directives: (a) make recommendations to the President, through the Director of the Domestic Policy Council and the Director of the National Economic Council, on streamlining and leveraging Federal investments in rural areas, where appropriate, to increase the impact of Federal dollars and create economic opportunities to improve the quality of life in rural America; The vague language here sounds non-threatening. But, is there a hint here that a “rural stimulus plan” might be in the making? Will the Federal government start pumping money into farmlands under the guise of creating “economic opportunities to improve the quality of life in rural America?”
It is difficult to discern as the language is so broad. We continue with the functions of the WHRC: (b) coordinate and increase the effectiveness of Federal engagement with rural stakeholders, including agricultural organizations, small businesses, education and training institutions, health-care providers, telecommunications services providers, research and land grant institutions, law enforcement, State, local, and tribal governments, and nongovernmental organizations regarding the needs of rural America; Virtually every aspect of rural life seems to now be part of the government’s mission. And while all of the items in (b) sound like typical government speak, you should be alarmed when you read the words “nongovernmental organizations” (NGOs). NGOs are unelected, but typically government-funded groups that act like embedded community organizers. And NGOs are key to Agenda 21′s plans.
Continuing: (c) coordinate Federal efforts directed toward the growth and development of geographic regions that encompass both urban and rural areas; That one sounds very similar to the language found in the United Nations plan for sustainable cities known as Agenda 21.
Managing the population in both rural and urban areas, with a focus on controlling “open spaces.” (d) and identify and facilitate rural economic opportunities associated with energy development, outdoor recreation, and other conservation related activities.
This function of Executive Order 13575 ties energy development with outdoor recreation and “other conservation related activities.” When did outdoor recreation become a conservation related activity?
Aside from the content of this order and some its vague intentions, the timing of the signing should also be considered. Later this month, Washington DC is hosting a meeting of the Agenda 21 operatives who are members of ICLEI: Washington, D.C. – ICLEI-Local Governments for Sustainability USA (ICLEI USA) and U.S. Green Building Council (USGBC) today announced the launch of the National Press Club Leadership Speaker Series to be held on June 28. The event’s inaugural keynote speaker will be the Honorable Sha Zukang, Secretary-General of the United Nations Conference on Sustainable Development (Rio+20), whose keynote address, The Road to Rio+20, will explain the role of key global and national stakeholders, and the impact and vision of this historic conference.
As Secretary-General of Rio+20, Ambassador Sha Zukang will convene high-ranking leaders from government, the private sector and civil society to chart a pathway to accelerate the implementation of sustainable development decisions and the green economy through the creation of an institutional framework and inclusive participation. The United Nations has pushed their sustainable development program for almost twenty years. The UN’s “social justice” blueprint called Agenda 21 requires governments to control almost all aspects of an individual’s life, but has recently met with substantial resistance in America.
Since The Blaze covered this topic and the story appeared on Glenn Beck’s Fox TV program, we have been inundated with reports from around the country about efforts to remove ICLEI and Agenda 21 from local governments. Carroll County, Maryland: Starting in February, 2011, all five newly elected county commissioners, led by Richard Rothschild, voted to become the first county in the nation to end the ICLEI contract. Amador County, California: The Mother Lode Tea Party lead the successful effort to remove ICLEI form Amador County. Montgomery County, Pennsylvania: Activists Ruth Miller and Maggie Roddin have raised awareness that lead to the removal of ICLEI. Edmond, Oklahoma: Molly Jenkins motivated 200 people to attend the city council meeting and demand action against ICLEI. Las Cruces, New Mexico: continues to debate the issue, but rational voices are gaining momentum in the community. Spartanburg, South Carolina: City Councilman Roger Nutt successfully directed the effort against the program and Spartanburg became the 6th community to kick out ICLEI in a vote of 6-0 by City Council (with one abstention).
There have also been anti-ICLEI rallies held in several cities this week, with more planned in the near future:
June 27, 11:30am-3:00pm Exeter, NH, Exeter High School
June 27, 5:00pm-8:30pm Galveston, TX, Galveston Convention Center
June 27, 8:30am-5:00pm Ocean Shores, WA, Quinault Beach Resort and Casino
June 30, 1:00pm-5:00pm San Francisco Bay Area, CA, TBD
June 30, 10:00am-5:00pm West Long Branch, NJ, Monmouth University
There appears to be a developing, grass-roots movement to reject programs like Agenda 21. It remains to be seen if these groups might also reject a Washington-based control over rural lands, like the council created by Executive Order 13575. As long as there’s not another Weinergate, maybe they’ll notice.
