Border agent indicted for violating illegal alien’s rights

In almost total secrecy, the Obama Justice Department has charged a U.S. Border Patrol agent, Luis Fonseca, for depriving the rights of a yet to be identified illegal alien at the Border Patrol station located on Imperial Beach, California, last JulyFonseca, however, was not indicted until a week ago.

Agent Fonseca, 32, allegedly kneed and choked an unidentified alien during his tour near the Mexican border last summer. During his arraignment on Monday April 16, he entered a not guilty plea.

A grand jury had handed down the indictment on April 12, but details were withheld and the DOJ neglected to promulgate why the legal action was taken against the Border Patrol agent, according to an ”Inside-the-Beltway” public-interest group that investigates and exposes government corruption and misconduct.

“Border Patrol Agent Fonseca kneed and choked an unidentified alien, depriving him of the right under the Constitution and the laws of the United States to be free from use of unreasonable force by a law enforcement officer,” the U.S. Attorney’s Office said in a statement. “The indictment also alleges as a result of the use of unreasonable force the individual sustained bodily injury.”

According to Department of Justice’s records, a federal grand jury indicted Fonseca on a single charge of deprivation of rights under color of law. The charge, a civil rights violation, carries a maximum sentence of 10 years imprisonment.

The case is problematic for a variety of reasons, not the least of which is the government’s secrecy surrounding details. In the one-page indictment the illegal immigrant is identified only as “UA#1.” The document also claims that, as a result of the use of “unreasonable force” the undocumented alien sustained some kind of “bodily injury” yet no further details are provided, according to Judicial Watch’s Corruption Chronicles.

“The grand jury indictment is dated April 12, 2012 which means the feds dragged their feet, probably because they knew it was a weak case,” stated the Judicial Watch’s entry .

Fonseca was arrested on Friday during a shift at the Border Patrol’s Imperial Beach station and is currently on paid leave. He pleaded not guilty in federal court this week, according to DOJ records.

According to the federal prosecutor handling the case, “People detained at the border should be treated with human dignity and respect by federal agents. It is important for the public to know that the Department of Justice takes alleged civil rights violations seriously. We have processes in place to investigate and will take action where appropriate to protect those rights.”

Many law enforcement professionals are highly suspicious of this latest case of a Border Patrol agent being “dragged into court by the Obama Justice Department.

“It’s clear that Obama’s sympathies are with the illegal aliens entering the U.S. He’s all but told U.S. immigration and border officials to stop enforcing the law. This is just another message from the Obama Administration to Border Patrol and Immigration and Customs Enforcement agents to not be too zealous in doing their jobs,” claims former New York City Detective Jeff Knudson.

On top of the DOJ’s actions against Fonseca, – himself a Latino — the Department of Homeland Security Office of the Inspector General is also investigating the matter.

“Perhaps when that report is finished, more information will be revealed to the public. For instance, the victim’s identity and the exact bodily injury that he or she supposedly suffered at the hands of the Border Patrol agent accused of committing the choking and kneeing,” states the Judicial Watch posting.

The U.S. government has worked hard to protect illegal immigrants and their “constitutional” rights in the last few years. This has empowered them to file a number of lawsuits against local and federal law enforcement agencies for violating their rights. In Connecticut a group of illegal aliens sued the government for violating their constitutional rights during the operation that led to their apprehension.

In New York an illegal immigrant with a lengthy criminal record got a $145,000 settlement from the state for having his civil rights violated during one of his many arrests. In Maryland an illegal immigrant from El Salvador for unlawfully and unconstitutionally detaining her based on race and in California illegal aliens sued a city for banning them from seeking work on public streets.

The Law Enforcement Examiner has in the past exposed President Barack Obama’s illegal-alien relatives, one of whom was arrested for drunk driving in Massachusetts.

Hilda Solis and her connections to the CPUSA

Education/early career

In 1979, Solis earned a Bachelor Degree from California State Polytechnic University, Pomona . In 1981, Hilda Solis earned a Master of Public Administration from the University of Southern California . During the President Jimmy CarterAdministration, Solis worked in the White House Office of Hispanic Affairs as an intern. Solis was later appointed as a Management Analyst with the Office of Management and Budget in the Civil Rights Division.[1]

Political beginnings

Solis served in the California State Assembly from 1992 to 1994 and made history by becoming the first Hispanic woman elected to the California State Senate (1994-2000). In 2003 Solis became the first Hispanic woman to serve on the powerful House Committee on Energy and Commerce, she served as Vice Chair of the Environment and Hazardous Materials (EHM) Subcommittee and a member of the Health and Telecommunications subcommittees. Solis also served on the House Committee on Natural Resources.[1]

Greetings to the Communist Party

In June 1996 the Communist Party USA paper People’s Weekly World held a tribute event in Los Angeles for unionists Jerry Acosta and Gil Cedillo.

They represent the rank and file that is pushing from the bottom for that new vision!”

According to the World, Los Angeles City Councilman Richard Alarcon, brother of Communist Evelina Alarcon, spoke on behalf of the council which adopted a resolution honoring Acosta and Cedillo;

“Gil Cedillo and Jerry Acosta have changed the whole dynamic of what it means to be for the working class and what it means to fight for workers rights. Because of them and other labor leaders, we have seen a resurgence of strength of the least empowered in our country…

Presentations to the honorees were also made by Clara James, chair of the Community Affairs Commission of the Second Baptist Church, on behalf of Congresswoman Maxine Waters and Antonio Aguilar, on behalf of State Senator Hilda Solis, California’s first Latina elected to the State Senate, who, along with labor, led the drive to put a minimum wage increase initiative on the ballot…[2]

Los Angeles Martinez Jobs Bill support rally

On October 18 1997, Matthew Martinez, State senators Hilda Solis and Diane Watson, City Councilman Richard AlarconMiguel Contreras, executive secretary-treasurer of the Los Angeles Federation of Labor and Geraldine Washington, president of the Los Angeles NAACPaddressed a Los Angeles “show us the living wage jobs” rally, as part of a national day of action, calling on Congress to pass the Martinez Jobs Bill. there were concurrent rallies in nearly 20 cities, organized by the Communist Party USA dominated National Labor-Community Coalition For Public Works Jobs. Pastor Cecil Murray of the First AME Church in South Los Angeles sponsored the rally.[3]

Communist support

Hilda Solis also enjoyed strong union and Communist Party USA backing) when she ran for U.S. Congress in 2000. In a report submitted to the Communist Party in November 2000 Evelina Alarcon, Vice Chair CPUSA and Chair Southern California District, commented on Hilda Solis’s Congressional victory;

The monumental victories which are occurring in Los Angeles electorally and in the workplace are because of the coalition building that the labor movement is doing with the Latino and African American community. In Los Angeles, the Labor Federation not only targeted three congressional districts but it had organized 250 volunteers to help State Senator Hilda Solis win her Congressional seat by turning out the union household and Latino vote…

Cuba trip

From April 11 – 14, 2001 Hilda Solis was in Cuba for unspecified purposes. The trip which was funded by the William C. Velasquez Institute, cost $1,214.50.[4]

Thousands of people from across Southern California joined the 4th Annual Cesar E. Chavez Walk in East Los Angeles on Saturday, April 6, 2002 –marking the ninth anniversary of the legendary farm worker and civil rights leader’s death and the 40th anniversary of the United Farm Workers. Walkers who assembled Saturday at East Los Angeles College Stadium for the walk included Chavez’s widow, Helen, other Chavez family members and UFW President Arturo Rodriguez. Democratic Socialists of America conference

An “insurgent” Hilda Solis was a keynote speaker at the 2005 Democratic Socialists of America national conference “Twenty-First Century Socialism” in Los Angeles, with DSA leaders Peter Dreier and Harold Meyerson.
Saturday evening delegates recognized the contributions of DSA vice chair and Washington Post]columnist Harold Meyerson, Occidental College sociologist and longtime DSAer Peter Dreier and insurgent California Congress member Hilda Solis (D) who in turn provided in-depth perspectives of the political scene.

Other speakers included ACORN chief organizer Wade RathkeKent Wong of the UCLA Labor Centerand Roxana Tynan of the Los Angeles Alliance for a New Economy.[6]

“Progressive” Los Angeles

Many of them have lifted up some of their leaders into positions of electoral power. From Dec. 15 – Dec. 18, 2006, a Congressional Delegation of ten congressmen and women from the U.S. House of Representatives visited Havana, Cuba. Leading the delegation wereJeff Flake and Bill Delahunt. The other participants were Hilda SolisJo Ann EmersonJerry MoranMichael ConawayJane HarmanLincoln DavisGregory Meeks and Jim McGovern. The delegation met with Cuban Foreign Minister, Felipe Perez Roque and other communist officials. The delegation asked to meet with Raul Castro during their weekend visit to Cuba, but there was no word on whether such a meeting would take place.[9]

Socialist International

Hilda Solis also has indirect ties to the Socialist International. In June 2008 the SI Migrations Committeeheld a Migrations Reform, Integration, Rights forum in Los Angeles Democratic Socialists of America, the SI’s main U.S. affiliate was represented by DSA National Director Frank Llewellyn plus Duane Campbell and Dolores Delgado Campbell of DSA’s Anti Racism network and the Latino networks. California State Senator Gil Cedillo, was also in attendance. Hilda Solis was formally represented by Elena Henry, a caseworker from Solis’s East Los Angeles Office[10].

Supporting Hillary Clinton

In 2007 Hilda Solis, endorsed Sen. Hillary Clinton for president and signed on to co-chair of the Clinton campaign’s Environmental and Energy Task Force and co-chair of the National Hispanic Leadership Council. Solis was joined by her friend and Democratic Socialists of America honorary chair, Dolores Huerta-Solis and Huerta had the honour of formally nominating Hillary Clinton for the Democratic primary. Together Huerta and Solis campaigned for Clinton through California and Nevada on a tour themed “Juntos Con Hillary, Una Vida Mejor” (Together with Hillary, A Better Life).

Human Rights Council

Solis was elected to be Vice Chair of the Helsinki Commission’s General Committee on Democracy, Human Rights and Humanitarian Questions. She is the only U.S. elected official to serve on this committee.[1]

Obama’s Latino Advisory Council

In August 2008 the Obama Campaign announced the formation of its National Latino Advisory Council, highlighting the continued growth of support Senator Obama is receiving in the Latino community nationwide.[11]

According to the campaign, the advisory council is made up of key labor, faith, community leaders, and elected officials from across the country and will serve as an advisory council for the campaign on issues important to the Latino community as well as play an active role reaching out and organizing Latinos in their communities and across the country.

Hilda Solis claims inspiration from Cesar Chavez of the United Farm Workers and Dolores Huerta of UFW and Democratic Socialists of America. She has tried to get the U.S. Congress to honor both activists.[12][13]

Congressional Progressive Caucus

Hilda Solis was a long time member of the Congressional Progressive Caucus. On November 19 2008 the Congressional Progressive Caucus announced its elected leadership for the 111th Congress:[14]

As at Dec. 18, 2008, Hilda Solis served on the Board of Directors forAmerican Rights at Work. Following Obama’s announcement that he had selected Solis as the nation’s next Secretary of Labor, American Rights at Work Executive Director Mary Beth Maxwell stated: “Solis… will champion common sense policies like the Employee Free Choice Act to restore balance and create an economy that works for everyone”. Chair of the Board, David Bonior, commented: “I’ve worked with [Solis] for years in Congress and she sits on our Board of Directors – she is a terrific leader who I know first hand will work tirelessly on behalf of America’s working families”.[15]

Labor/socialists welcome appointment

Hida Solis’ appointment as secretary of labor was welcomed by several key labor and socialist figures including Andy SternAnna BurgerStuart Appelbaum and her colleagues at American Rights at WorkDavid Bonior,John Sweeney and Mary Beth Maxwell. According to the Communist Party USA’s People’s Weekly World[16]

One labor source said Solis’ name was put forward by Service Employees President Andrew Stern, whose union — along with theChange To Win coalition — endorsed Obama’s presidential candidacy long before the AFL-CIO did. SEIU is the biggest union in CTW.
But leaders ranging from CTW Chair Anna Burger to AFL-CIO President John Sweeney to RWDSU President Stuart Appelbaum all welcomed the Solis appointment.
So did former House Minority Whip David Bonior (D-Mich.), now chair of pro-labor American Rights At Work, and ARW Executive Director Mary Beth Maxwell. Both had been on lists circulated for the job…Maxwell. Bonior dropped out of the running to endorse her. Both praised Solis, who sits on the group’s board…

 

Bonior, citing his work with Solis since she entered Congress in 2001 — he was there until 2004 — called her “a terrific leader who I know first-hand will work tirelessly on behalf of America’s working families.”
Sweeney said the AFL-CIO is “thrilled at the prospect of having Solis as our nation’s next Labor Secretary…The AFL-CIO looks forward to working with Solis as she charts new territory for our nation’s working men and women.”

Democratic Socialists of America vice chair Harold Meyerson wrote on American Prospect‘s group blog Tapped[17];

What does Rep. Hilda Solis, Barack Obama’s selection for secretary of labor, bring to the job? Only a record of passionate commitment to working people, a high level of political smarts, and some genuine displays of raw guts that could make her a star of American liberalism...
In the House, Solis has continued to champion labor causes, immigrants’ rights, women’s health and environmental protections. She also worked closely with Rahm Emanuel in recruiting Democratic House candidates from the Southwest and Latino-dominated districts, so she brings to her new job a strong relationship with Obama’s incoming chief-of-staff. Now, she’s in the key position to promote the Employee Free Choice Act, which seems likely to be the most contentious issue on Obama’s agenda. But Solis has never been deterred by controversy.

Obama appointment

In January 2009, Solis was nominated by the Obama administration for the position of Secretary in the Department of Labor and confirmed in February 2009. Her official title is “Chairperson of the Senate Health, Education, Labor and Pensions Committee”. Sen. Ted Kennedy. was in charge of Solis’ confirmation.[18][1]

Praised socialist labor leader Jack Henning

California labor leader and one time Democratic Socialists of America member Jack Henning died in June 2009. The son of a charter member of the plumbers union, Henning rose to become the longtime head of the California Labor Federation before his retirement in 1996. U.S. Labor Secretary Hilda Solis paid posthumous tribute to Henning’s lifelong commitment to workers’ struggles. “Jack Henning was a champion, visionary and unwavering voice on behalf of the working women and men of the United States and the world,” Solis said. “We are all indebted to his leadership, and he will be missed.”[19]

On October 15, 2009, Secretary of Labor Hilda Solis PresentedDomestic Workers United with the Institute for Policy StudiesLetelier-Moffitt Human Rights Award at the National Press Club in Washington, D.C.[20] Domestic Workers United is a union for domestic workers, with the vision, “We have a dream that one day, all work will be valued equally”.[21] The IPS is a highly influential, but little known source of ideas, guidance and training for the U.S. and international left. It began as a revolutionary think-tank that consistently supported policies that facilitated the foreign policy goals of the Soviet Union and weakened the position of the United States.[22]

The Origins of Communism in California

Examining the long march to Communism in California shows that it took Progressives over a hundred years to achieve their totalitarian California dream.

In 1879, the NY Times reported on the new California Constitution which was instigated by… wait for it… the Labor Party. Wouldn’t you know, community organizers peddling their Communism way back then. In the article, “Communism in California,” notice that their oppressive, totalitarian dream was instituted through taxation and taking control of land and railways. Does this sound similar to what they’re doing at an accelerated pace today? It certainly parallels what Nancy Pelosi brought to the House floor in 1992, which she called “Agenda 21″ and said it is the United Nations (UN) Sustainable Development program.

Most notable in the 1879 NY Times article is the author’s apparent realization of the danger of enacting a mild form of Socialism that would lead to a Communist California, while at the same time finding comfort in the fact that it’s happening in a “distant part of the country.” The author may have presumed it would prove disastrous before infecting other States and spreading throughout the US like a violent and deadly virus. Little did the author know that it would be emanating from our very own White House, with an iron fist, within 130 years.

Many lament what California has become and, despite the beauty of this State, people and businesses are leaving as fast as they can. On the other hand, Communists like Van Jones and the Union leaders who control this State enjoy calling California their “home” while they live in the lap of luxury courtesy of people like George Soros and Barack Obama (through our tax dollars, of course).

 A May Day rally in Los Angeles, co-sponsored by SEIU and various communist groups, as well as other unions, reflected yet another step in the normalization of self-identified communist and socialist ideologies in the Obama era. Not only did SEIU help to organize the rally in conjunction with communists, they marched side-by-side with communists, while union members carried communist flags, communists carried union signs and altogether there was no real way to tell the two apart.

The communists freely and proudly declare their affiliation. And SEIU has no problem marching arm-in-arm with them.

“Smash Capitalism” is a slogan SEIU apparently endorses – or at least doesn’t mind marching behind. In case you think SEIU is some peripheral out-of-the-mainstream organization:

SEIU devoted $28 million to Obama’s campaign, making SEIU “the organization that spent the most to help Barack Obama get elected president.”

Furthermore, who is Obama’s favorite White House guest and one of his closest confidants? The individual who has visited the Obama White House the most: SEIU President Andy Stern, who has visited 53 times. Obama is closely linked with SEIU. EIU is closely linked with communists. You do the math.

Did I say communists? Sorry, I meant Communists (with a capital “C”). Note how the Communists that day (like the women on the right in this photo) carried solid red flags symbolizing their ideology. Keep that in mind as you view the next photo.

One of the SEIU leaders picked up a Communist flag and led a contingent of rank-and-file SEIU members. Everyone was OK with that.

The way you can identify SEIU members in all these pictures: They’re the ones in purple T-shirts carrying blue-and-yellow signs.

So, as you can see, the communists and the union members intermingled as the march progressed.

In case you were wondering what SEIU was saying during all of this, there is a video of SEIU chanting: “Legalization or REVOLUTION!” Clear enough?

 And it wasn’t just the SEIU at the march – other “normal” unions like the AFL-CIO were on hand as well.There were plenty of teachers’ unions attending too and they brought along many of their public school students for some good old-fashioned communist indoctrination.

Most in the US who walk around with Che buttons or Che shirts do so simply because they foolishly think he’s “cool.” These hardcore Communists carry his image not because he’s “cool,” but because he was one of the most radical revolutionaries who ever lived. Right up there with Lenin, apparently.

No comment necessary!

 

In order to have a more “civil dialogue” with their political opponents, the marchers made a puppet of a demonic Statue of Liberty aligned with the “Tea Bag Party.”

 

 

OK, I guess Hitler comparisons are off the table for now – too many people have called it taboo. So what’s second best? The Devil!

 

 Tell me the honest truth: If the Tea Party had marched in a rally behind a banner held up by fascists or neo-Nazis, don’t you think it would have been national news? But the nation’s biggest Obama-supporting political organization marched behind banners like these and not a peep about it in the media. Hmmmm…

 Until recently, the average American has regarded fascists and Communists as equally noxious and equally malignant. As well they should have. But the drive these days by the left side of the spectrum is to make communism and socialism somewhat less remarkable and more palatable. For two years, they angrily denied the Tea Party accusation that Obama’s policies and supporters had a socialist bent.

But in recent months, as the accusation has started to gain traction, the new leftist tactic has become: “What’s so bad about socialism after all? You’re demonizing a very popular and respectable ideology!”

CA DEMOCRATS CALL ON STATE FISH & GAME CHIEF TO RESIGN OVER LEGALLY HUNTING COUGAR IN IDAHO, CHIEF REFUSES

 

Gavin Newsom Asks California Fish and Game Commissions Daniel Richards to Resign for Hunting Cougar at Flying B Ranch in Idaho

Fish and Game Commission president Daniel Richards shot a cougar during an Idaho hunting expedition and, like many hunters, was photographed with the animal’s body.  The photo was sent to the Western Outdoor News blog with a caption reading: “I‘m glad it’s legal in Idaho.”

Once that photograph started circulating the on the Internet, however, conservationists became outraged and Democratic lawmakers found a way to file an ethics complaint against the San Bernardino County Republican in addition to calling on him to resign from his post of four years.

On what grounds?

The San Francisco Chronicle explains that Richards allegedly violated state law by accepting a free hunt, complete with dogs and a tracker, at the “Flying B” ranch. The typical package at Flying B costs $6,800 but the ranch offered the commission president a free hunt — a fact that did not escape Kathy Bowler, the former executive director of the California Democratic Party who filed the complaint.

Bowler cited state law limiting gifts to elected officials and state commission appointees to a maximum of $420 a year. According to SFChronicle, Bowler also complained that Richards did not report the gift to the FPPC.

To make matters worse, California Lt. Gov. Gavin Newsom, along with 40 Democratic Assembly members are now calling on Richards to resign over the incident, saying the killing of a mountain lion doesn’t reflect California values. According to the Chronicle, Newsom also claims the incident is a distraction from commission business.

“I do appreciate that you did nothing illegal in Idaho, but it is clear that your actions do not reflect the values of the people of California,” Newsom said.

But Richards is standing his ground and is challenging his Democratic assailants.

According to The Wall Street Journal, Richards wrote a letter Tuesday to an Assemblyman stating: “Do you really think a California Commissioner is actually obligated to follow California laws across these United States? Really?”

Responding to criticism that he killed the animal only for sport, Richards added: “We did dine on Mountain Lion for dinner…I will continue to hunt and fish wherever I please…There is ZERO chance I would consider resigning my position.”

WSJ adds:

Some Republican lawmakers have rallied to Mr. Richards’ defense, saying he had a right to hunt the mountain lion.

One of the state capital’s most powerful Democrats, Senate President Darrell Steinberg, said Thursday he wasn’t ready to say what action, if any, should be taken against Mr. Richards. Mr. Richards’ appointment expires Jan. 15 next year.

Referring to the commissioner’s letter to Mr. Hueso [assemblyman], however, Mr. Steinberg told reporters in Sacramento Thursday that “he acted like a jackass.”

Mr. Richards is one of five fish-and-game commissioners appointed by the governor who set regulations governing activities such as hunting and fishing in California.

Success!! All “High Tech” Charter Schools in San Diego will now have a Flag and Pole, effective immediately

Congrats and thank you to everyone who took the time to contact Mr. Rosenstock regarding this very important issue.  It took him 72 hours, but he now realizes that his schools must fly the American flag outside at the front of all High Tech school campuses.  Parents had been fighting High Tech charter schools for over 3 years to get flag poles installed, to no avail, but it was the massive public outcry from veterans and citizens nationwide over the weekend that pushed them to finally give in and do the right thing.  And special thanks to Michael Turko at KUSI News for getting the story out the public.

I am happy to report that CEO of High Tech High (HTH) in San Diego Mr. Larry Rosenstock in regard to the issue of Flags and Flagpoles on HTH school campuses has fully committed to erect on every campus, a temporary pole and US flag that can be hoisted during school hours, until permanent flag poles can be installed after compilation of construction projects.

Currently, Mr. Rosenstock has been fully cooperative in this matter and agreed that he may have misinterpreted the California Education Code 38117.  Mr. Rosenstock has taken this matter a step further and has entertained the idea of not only erect flagpoles, but also including solar components to illuminate these flags during evening hours.

Over the weekend Mr. Rosenstock had a flagpole erected immediately at the San Marcos campus as soon as he understood he was not in compliance with the California Education Code 38117.

I would like to publically thank Mr. Rosenstock for his cooperation in this matter, and will continue to monitor the progress on this issue.

With all of your efforts we have preserved our heritage and the flag which stands for freedom will now be prominently admire my every High Tech High student for years to come.

Feinstein challenger: Drop Fast & Furious gun-control agenda

California Republican Elizabeth Emken, who is challenging 20-year incumbent Democratic Sen. Dianne Feinstein for her seat in November, told The Daily Caller that her opponent is “protecting Washington insiders” with regard to Operation Fast and Furious.

“Rather than Feinstein trumpeting her own gun control agenda here, she should be working to the get the truth out to the American public,” Emken said in a phone interview. “And, I think [House Oversight Committee Chairman Rep. Darrell] Issa is very meticulous in ensuring that this is a fact-based investigation. Where will it end? I think you and I both have a pretty good guess, based on the obfuscation, deflecting and delay — everything that they can do rather than actually produce the records.”

Latinos now make up nearly half of Los Angeles County’s residents.

California is in the middle of a far-reaching demographic shift: Hispanics, who already constitute a majority of the state’s schoolchildren, will be a majority of its workforce and of its population in a few decades. This is an even more momentous development than it seems. Unless Hispanics’ upward mobility improves, the state risks becoming more polarized economically and more reliant on a large government safety net. And as California goes, so goes the nation, whose own Hispanic population shift is just a generation or two behind.

The scale and speed of the Golden State’s ethnic transformation are unprecedented. In the 1960s, Los Angeles was the most Anglo-Saxon of the nation’s ten largest cities; today, Latinos make up nearly half of the county’s residents and one-third of its voting-age population. A full 55 percent of Los Angeles County’s child population has immigrant parents. California’s schools have the nation’s largest concentration of “English learners,” students from homes where a language other than English is regularly spoken. From 2000 to 2010, the state’s Hispanic population grew 28 percent, to reach 37.6 percent of all residents, almost equal to the shrinking white population’s 40 percent. Nearly half of all California births today are Hispanic. The signs of the change are everywhere—from the commercial strips throughout the state catering to Spanish-speaking customers, to the flea markets and illegal vendors in such areas as MacArthur Park in Los Angeles, to the growing reach of the Spanish-language media.

Head found in park may be result of recent slaying, police say

Los Angeles police detectives are investigating the slaying of a man believed to be an Armenian American whose head rolled out of a plastic bag discovered by a dog off a trail below the Hollywood sign Tuesday afternoon.

Two women were hiking with the dog in the rugged hills near the 3200 block of Canyon Drive, when the dog found a plastic bag in the brush containing the head, according to law enforcement sources with knowledge of the investigation but who asked not to be identified because the investigation was still unfolding.

The sources said the head was believed to be that of an Armenian male in his 40s with salt-and-pepper hair. Police also believe that the slaying was recent based on the condition of the remains.

Sources said investigators are trying to determine whether there are additional body parts in the area. Neither the circumstances nor the cause of death were immediately known.

The case is being handled by the LAPD’s elite Robbery-Homicide Division. In addition to combing the area for evidence, investigators will seek help from the Los Angeles County coroner’s office to identify the victim through dental records.
